Payroll software · 🇸🇬 Singapore

Singapore payroll, submitted once and done.

CPF, the Skills Development Levy and the self-help group contributions come out of one run, and through One-Stop Payroll, the same payroll data reaches IRAS, CPF and MOM without being exported, reformatted and uploaded three times.

Why Singapore is the one that finishes

In most markets payroll ends with a file you still have to upload. Here it ends with a submission.

CPF, the levy and the self-help contributions all ride on one CPF submission, and through One-Stop Payroll the same payroll data reaches IRAS, CPF and MOM from inside the software rather than through three portals. HReasily is on the government’s One-Stop Payroll vendor listing. What is left is the pair of obligations that follow people rather than the calendar: the payslip on payday, and tax clearance a month before someone leaves the country.

Your statutory month

What Singapore asks for, and when

Checked against CPF Board, IRAS and MOM material in September 2026.

WhatWhat it isWhen
CPF contributionsCentral Provident Fund Board

Employer and employee shares, submitted through CPF EZPay. Due at the end of the month, with enforcement action once they are unpaid past the grace date.

By the 14th of the next month
Skills Development LevyCollected by CPF Board

Payable for every employee and computed on the same CPF submission.

With CPF
CDAC, MBMF, SINDA, ECFSelf-help group contributions

Paid to CPF Board along with the CPF contributions rather than separately.

With CPF
Foreign worker levyMinistry of Manpower

Billed monthly and paid by GIRO or PayNow. It sits outside CPF and has its own later date.

By the 17th
SalaryEmployment Act

Within seven days of the end of the salary period, and overtime within fourteen days.

Within seven days
Itemised payslipsMinistry of Manpower

Given with payment or within three working days of it, soft or hard copy, and kept on record.

With payment
IR8A and Appendix 8AEmployment income, to IRAS

Filed through the Auto-Inclusion Scheme, which pre-fills your employees’ own tax returns. The submission window opens on 1 February.

By 1 March
IR21Tax clearance for non-citizen employees

Filed at least one month before someone ceases employment or leaves Singapore, and monies due are withheld from the moment you know it is coming.

One month before

No rates on this page, deliberately. Contribution rates and wage ceilings change more often than a website does, and a stale number is worse than none. What we publish is the shape of the obligation; the amounts come out of the run.

What HReasily does with it

One run, and the month is accounted for

The same employee record feeds the payslip, the contributions and the reporting, so the numbers cannot disagree with each other.

Submitted through One-Stop Payroll

HReasily is listed on the government’s One-Stop Payroll vendor listing, so payroll data goes to IRAS, CPF and MOM from one submission rather than three portal uploads.

CPF, the levy and the self-help groups in one line

All of it is computed inside the run against the employee’s citizenship, age and wage type, so the payslip and the CPF submission come from the same numbers.

IR8A through the Auto-Inclusion Scheme

Year-end employment income reaches IRAS through the AIS and pre-fills your people’s tax returns, so nobody is chasing paper forms in February.

The obligations that follow people

The payslip on payday, key employment terms inside fourteen days, and IR21 a month before a foreign employee leaves, all raised from the employee record rather than remembered.

Kept current

What changed in Singapore recently

Three things a payroll page written two years ago would get wrong.

From YA2026
Form IR8S has been discontinued

IRAS discontinued IR8S with effect from the year of assessment 2026. Any payroll page or internal checklist that still lists it as a year-end form is out of date, so it is worth sweeping your own site for it.

1 January 2026
The CPF changes that landed together

Contribution rates rose again for workers above 55 and up to 65, and the Ordinary Wage ceiling took the last step of its four-year climb. Contributions changed even where nothing about your team did, and another senior-worker increase is already announced for 2027.

1 April 2026
Shared Parental Leave reached ten weeks

Shared Parental Leave went from six weeks to ten for children born on or after 1 April 2026, a year after paternity leave doubled to four weeks. Leave entitlement and payroll are the same conversation, which is why they belong in one system.

The rest of the region

Add a market, not a vendor

HReasily runs six markets on one platform. Multi-country customers run them in a single cycle with a market-by-market breakdown, rather than reconciling five payroll providers.

Questions

Singapore payroll, answered

Does HReasily submit to IRAS, CPF and MOM directly?
HReasily is listed on the government’s One-Stop Payroll vendor listing, which is the scheme that lets payroll data go to IRAS, CPF and MOM from one submission instead of three separate portal uploads.
What is the Auto-Inclusion Scheme?
It is how employment income reaches IRAS: you submit IR8A data and it pre-fills your employees’ tax returns. The window runs from 1 February to 1 March each year.
What happens when a foreign employee leaves?
IR21 tax clearance is filed at least one month before they cease employment or leave Singapore, and monies due to them are withheld from the point you know it is happening.
Can I get the PSG for this?
HReasily is PSG pre-approved and eligible Singapore SMEs can claim part of the cost. Note that Budget 2026 announced EDGE, which consolidates PSG with two other schemes from the second half of 2026. See the PSG page for where that stands.

Two more Singapore pages worth your time

The small-business page covers running payroll without an HR team, and the PSG page covers the funding, the four steps to apply and where EDGE leaves it.
